Documents required :
• The investor is to fill out the application form for establishing an industrial project outside industrial zones (available free of charge). The following documents are to be submitted:
1 - Basic data of project on IDA's form.
2- 4 cadastral maps of the location approved by the governorate, indicating the location's coordinates with a scale of 1:25000.
3- Payment of standard costs of studies, approvals, licenses and issuance of registration certificates in the industrial registry.
4- An official exemplification of the company establishment contract (internal investment system) or investment sheet indicating payment of 25% of issued capital calculated according to land area X LE 125 per M2.
5- A general plan indicating distribution of the activities to be established.
6- A list of the machinery & equipment used and the relevant catalogs.
* The 27 areas allocated for heavy industries and environment polluting industries (Badr - Qena, east of Al Shehin Valley - Al Alaki Valley - Aswan -Mersa Alam - Safaga, Red Sea - N. Sinai - north of Ataka - south of Ataka - central Eastern Desert - west of Qena - Industrial Zone 21 expansion -El Sadat - Al Tagani Palace - south of Alamin - Matruh - east of Matruh Desert - Beni Sueif - S. Sinai, Abu Zenima Village - S. Sinai - Al Kabd Valley - Minya - New Valley - west of Sohag - east of Sohag - Qena - Al Saraya Mount - Assiut - west of Nag Hammadi)
Approvals required :
1- Submitting an application to IDA to obtain the land according to the methodology approved by the Minister
on 19/10/2006 including one of the following alternatives:
• Land allocation according to a 40-year concession at LE2 per square meter.
• Land allocation in accordance with possession transfer system at LE50 per square meter and payment of 10% of land price upon allocation with 3-year grace period and the remainder to be paid by 7 annual installments at the interest determined by the National Investment Bank.
• Land allocation in partnership with the Ministry of Industry at LE75 per square meter without utilities.
• The Environmental Affairs Agency's approval of the project's environmental impact study. Approval of the governorate or the competent authority of utilizing the land for industrial activity.
• Approval of the two ministries of electricity and petroleum of supplying the necessary energy.
• Approval of the Armed Forces for Sinai Peninsula governorates.
2- IDA's affiliate competent department is to study the project technically according to the standards of each industry.
3- In coordination with the National Center for State Land Utilization, IDA finalizes the procedures of land possession transfer (project site) to the targeted industry (projects outside industrial zones).
4- In coordination with the National Center for State Land Utilization, IDA verifies coordinates of the project land (projects in the 27 areas)
5- After finishing the technical study and submitting all documents & approvals, the final approval of the project is to be issued and handed to the investor.
2- Approval of establishing industrial projects outside industrial zones on the lands of agricultural reclamation and which are unfit for cultivation OR close to raw materials and resources that can be utilized

Documents required :
• The investor is to fill out the application form for establishing an industrial project outside industrial zones (available free of charge). The following documents are to be submitted:
1 - Basic data of project on IDA's form.
2- 4 cadastral maps of the location approved by the governorate, indicating the location's coordinates with a scale of 1:25000.
3- Payment of standard costs of studies, approvals, licenses and issuance of registration certificates in the industrial registry.
4- A general plan indicating distribution of the activities to be established.
5- A list of the machinery & equipment used and the relevant catalogs.
• Site Conditions
1 - The project location should be far from urban and housing areas for a distance not less than 5km, taking the prevalent wind direction into consideration.
2- To be close to main roads.
3- Availability of all necessary utilities on the land allocated for project.
4- Non-existence of any industrial zone at a distance of 25-30km from the location.
5- Closeness of project to the quarries where the necessary raw materials are available.
Approvals required
1 - If the project owner possesses the land, the investor should submit the competent authority's approval.
2- If the project owner doesn't possess the land:
- The investor is to apply to IDA for land allocation according to the methodology approved by the Minister on 19/10/2006, including one of the following alternatives:
- Land allocation by concession for 40 years at LE2 per square meter.
- Land allocation in accordance with possession transfer system at LE50 per square meter. 10% of land price to be paid upon allocation with 3-year grace period and the remainder to be paid by 7 annual installments at the rate determined by the National Investment Bank.
- Land allocation in partnership with the Ministry of Industry at LE75 per square meter without utilities.
Ministry of Environmental Affairs' approval of the project's environmental impact
1 - IDA's competent technical department is to study the project technically according to standards of each industry.
2- In coordination with the National Centre for State Land Utilization, IDA is to finalize the procedures of land possession transfer (project site) to the targeted industry.
3- Presenting a guarantee letter of 10% of the project's investments as a financial solvency to be released after ] obtaining the industrial register (2 years at maximum). The project's investments are to be calculated according to the project area X LE 125 per square meter.
4- After finishing the technical study and submitting all the necessary documents & approvals, the final approval of the project is to be issued and handed to the investor.
3- Approval of establishing industrial projects outside industrial zones on the lands of agricultural reclamation

6- Ministry of Agriculture's approval.
b) Site Conditions:
1 - The project location should be far from urban and housing areas for a distance not less than 5km, taking the prevalent wind direction into consideration.
2- To be close to main roads.
3- Availability of all necessary utilities on the land allocated for project.
4- Non-existence of any industrial zone at a distance of 25-30km from the location.
5- The land to be possessed by the project owner.
c) Environmental Conditions:
1 - The Environmental Affairs Agency's approval of the project's environmental impact study.
2- Determining the way of industrial drainage waste disposal.
3- Drawing up the project's industrial security plan.
4- The overall emissions of project should be within the limits allowed in accordance with Law No. 4 / 1994 and its executive regulations.
d) Project Conditions:
1 - To be mainly based on farm crops (vegetables - fruit - grains - ...etc) in production. 2- To be close to the raw materials necessary for establishing the project.
e) Other Conditions:
1 - Presenting an undertaking by the person concerned that he will not dispose of the project by sale, waiver or rent before 10 years from the date of production start.
2- Presenting a guarantee letter of 10% of the project's investments as a financial solvency to be released after obtaining the industrial register (2 years at maximum). The project's investments are to be calculated according to project area X LE 125 per square meter.
3- IDA's competent technical department is to study the project technically according to standards of each industry.
4- After finishing the technical study and submitting all the necessary documents & approvals, the final approval of the project is to be issued and handed to the investor.
