5- Services provided in the field of local manufacturing consolidation

1 - Issuing temporary release letters for imported components of assembly industries until the company completes the data required for study (valid for 3 months)
 
Accomplishment Time : Within one day from the date of submitting a fully documented application

Documents required and executive procedures :

1 - An application from the company including product quality and quantity, numbers and dates of import invoices or delivery orders and expected local manufacturing ratio as well as the customs authority required to be addressed until the company completes documents and finishing the study.

2- Original of tfie valid industrial registry certificate, including the requested product for which the local manufacturing percentage to be determined (for review).

3- Original or copy of import invoices approved by the credit bank or delivery orders certified by the demanding company for the imported parts which are required to be provisionally released until completing the study and determining the local manufacturing ratio.

4- An empowerment letter or official proxy is needed for company representative upon receiving photocopies of letters.

5- A letter will be posted after payment of the determined costs and a photocopy of the letter will be given only to   the person concerned or the person empowered.
• The temporary release letter is to be issued, to be valid for three months, can be renewed one more time for another three months and isn't allowed to be renewed once more without approval of IDA chairman.

2- Issuing a letter of the local manufacturing ratio for a product in case of export

Accomplishment Time : Within 4 days from the date of submitting a fully documented application  OR set according to the product quality and trie number of invoices.

Documents required and executive procedures :

• An application from the company including the product quality and the countries to which the product will be exported. The following documents are to be attached to the application:
First: If the product hasn't been studied by IDA:

1 - Original of the valid industrial registry certificate including the product needed for export and determining the local manufacturing percentage (for review).

2- A list of the locally manufactured components which are totally disassembled (completely knocked down (C.K.D)) and necessary for producing one unit of the product required to be exported, issued by the foreign supplier providing the know-how OR a list of the complete totally disassembled components (C.K.D) in foreign currency issued and certified by one of the accredited engineering faculties and the applying company if the product's design is Egyptian.

3- A list of the locally manufactured components necessary for producing one unit of product at the same prices and foreign currency included in the above-mentioned complete component list approved by the applying company.

4- A list of the imported totally disassembled (C.K.D) components necessary for producing one unit of product at the same prices and foreign currency included in the complete component list approved by the applying company.

5- Delivery orders or purchase invoices of local components manufactured by the companies of feeding industries, provided that such orders or invoices are issued by firms licensed to produce such components and holding a valid industrial register on the date of delivery.

6- The catalogues and detailed drawings which display totally disassembled components (C.K.D) of the final product or a totally disassembled C.K.D sample of the product, subject of study, if necessary as a guide, and to be returned after finishing the study.


Second: If the product has been studied by IDA and the local manufacturing ratio has been determined:
1 - Original of the valid industrial registry certificate (for review).
2- Delivery orders or purchase invoices of local components manufactured by the companies of feeding
industries, provided that such orders or invoices are issued by firms licensed to produce such components
and holding a valid industrial register on the date of delivery.

 3-Determining what is locally manufactured of the governmental departments', organizations', public sector's and public enterprise sector's needs of import requirements in accordance with the Prime Minister's Decrees No. 1773 / 2000, No. 1461 / 2001, No. 1144 / 2003, No. 1084 / 2004 and No. 1117 / 2005

Documents required and executive procedures :

1 - Submitting an application to IDA signed by the applying governmental entity (ministries - governmental authorities - local administration units - general organizations - public sector's authorities & companies ....).

2- A list of requirements attached to the application including technical specifications.

3- Approval of the competent entity (for example the ministry of agriculture's approval of importation in case of insecticides, the ministry of environment's approval of some requirements, the ministry of health etc).

4- The approval letter is to be mailed and a photocopy of the letter to be delivered only to the authority's representative.

4- Applying Article (4) of Law under the Presidential Decree No. 186 /1986

Accomplishment Time : Within 3 - 4 days from the date of submitting a fully documented application

Documents required and executive procedures :

1 - Submitting an application to IDA in order to apply Article (4) of Law under the Presidential Decree No. 186 for the year 1986, with importation invoices - including pipes & cables necessary for project machinery and equipment - attached to the application.

2- The decision issued by the General Authority for Investment and Free Trade Zones (GAFI), approving the project establishment, is to be attached to the investment transcript in which the project approval is recorded.

3- Copies of importation invoices for machinery and equipment including pipes & cables necessary for project machinery and equipment approved by GAFI, in addition to the original for review.

4- The engineering designs and drawings of the project establishment or production lines comprising pipes & cables approved by the consultancy office or the company in charge of implementing the project.

5- The Designs Review Department's specialists pay a field visit to the project's site.

6- The letter of approval is to be mailed to the customs authority after payment of determined costs, and a photocopy of the letter is given only to the person concerned or the person authorized.

5- Providing the privilege of enjoying customs discounts in accordance with Article (6) of the Presidential Decree No. 39 for the year 2007 by approving the local manufacturing ratio for assembly industries (for the first time)
 
Accomplishment Time : Within 4 days from the date of submitting a fully documented application OR set according to the product quality and the number of invoices.

Documents required and executive procedures :

• An application from the company including the product quality, customs zone required to be addressed as well as the article of law to be applied. The following documents are to be attached to the application:

1 - Original of the valid industrial registry certificate including the product for which the local manufacturing ratio is required to be determined (for review).

2- A list of the locally manufactured components totally disassembled (completely knocked down (C.K.D)) necessary for producing one unit of the product, for which the customs discount is required to be applied on its imported components in foreign currency issued by the foreign supplier providing the know-how OR a list of the complete components which are totally disassembled C.K.D in foreign currency, issued and certified by one of the accredited engineering faculties and the applying company if the product's design is Egyptian (original & copy).

3- A list of the locally manufactured totally disassembled components C.K.D necessary for producing one unit of product at the same prices and foreign currency included in the above-mentioned complete component list accredited by the applying company (original & copy).

4- A list of the imported totally disassembled components C.K.D necessary for producing one unit of the product at the same prices and foreign currency included in the above-mentioned complete component list accredited by the applying company (original & copy).

5- Import invoices (original or copy) accredited by the credit bank or delivery orders certified by the applying company of the imported parts necessary for producing a specified quantity of product for which the customs discount is required to be applied.

6- Copies of delivery orders or purchase invoices of local components manufactured by feeding industries companies, given that such orders or invoices be issued by companies licensed to produce such components and possessing a valid industrial register on the date of delivery.

7- The catalogues and detailed drawings displaying the totally disassembled components C.K.D of the final product or a totally disassembled sample of the product, subject of study, if necessary to be used as a guide and to be returned after finishing the study.

8- Payment receipt of the determined standard costs.

9- Authorization letter or official proxy for company representative upon receiving a photocopy of the letter.

10- The letter will be mailed to the customs authority after payment of determined costs, and a photocopy of the letter will be given only to the person concerned or the person authorized.

6- Providing the privilege of enjoying customs discounts in accordance with Article (6) of the Presidential Decree No. 39 for the year 2007 by approving the local manufacturing ratio for assembly industries (mentioned above)

Documents required and executive procedures :

• An application from the company including the product quality, numbers and dates of import invoices or delivery orders, the article to be applied as well as the customs zone to be addressed. The following documents should be attached to the application:

1 - Original of the valid industrial registry certificate (for review).

2- A list of the locally manufactured components totally disassembled C.K.D necessary for producing one unit of the product at the same prices in foreign currency included in the complete component list approved and sent before to the customs authority for the same product, accredited by the applying company (in case of amendment).

3- A list of the imported totally disassembled components C.K.D necessary for producing one unit of the product at the same prices and foreign currency included in the complete component list approved by IDA before. This list is accredited by the applying company (in case of an amendment).

4- Original or copy of import invoices accredited by the credit bank or delivery orders approved by the applying company of the imported parts necessary for producing a specified quantity of the product for which the customs discount is required to be applied.

5- Payment receipt of the determined standard costs.

6- An authorization letter or official proxy for company representative upon receiving a photocopy of the letter.

7- The letter is to be mailed to the customs authority after payment of the determined costs and a photocopy of the letter is to be given only to the person concerned or the person authorized.


7- Applying the 3rd paragraph of Article (5) of the Presidential Decree No.39 for the year 2007, explained by the Minister of Finance's decree No.1419 for the year 2004, to release all invoices - attached to the application -including the necessary requirements, components and spare parts for overhaul of railway trailers' turbine engines

Documents required and executive procedures :

1 - Submitting an application to IDA in the name of the head of the Central Administration for Local Manufacturing and Development to apply the third paragraph of Article (5) of the Presidential Decree No. (39) for the year 2007, explained by the Minister of Finance's decree No.1419 for the year 2004, to release all invoices - attached to the application - including the necessary requirements, components and spare parts for overhaul of railway trailers' turbine engines.

2- A copy of the import invoice which includes requirements, components and spare parts, with the original to be reviewed, issued in the name of the company affiliated to the Arab Organization for Industrialization or the delivery orders approved by the requesting company.

3- A detailed list of requirements, components, spare parts and the number of the piece required to be released.

4- The catalog of railway trailer's turbine engine.

5- The application, import invoices and lists of necessary requirements, components and spare parts are to be checked by the General Administration for Designs Study, besides preparing a register to list components, requirements and spare parts approved to be released.

6- A letter will be addressed to the competent customs authority to approve application of the afore-mentioned third paragraph of Article (5) to the invoices attached to the application, signed by the engineer in charge of study and the general manager of the Designs Study Administration and approved by the head of the Central Administration for Local Manufacturing and Development.

7- The letter is to be posted after payment of the determined costs and handing a photocopy of the letter only to the person concerned or the person authorized.
